Move Fenix experiment guardrail definitions from /jetstream/defaults to /definitions #492

Some of the metric definitions for Fenix experiment guardrail metrics live in the defaults file, see example. No metric definitions should be in the defaults file, the defaults file should only reference metrics defined elsewhere (preferably, in the root /definitions/<app_name>.toml file)

Similar issue occurs for Focus Android, iOS, and Focus iOS.
