Add locales folder

Hello, dear developers!
What do you think of the idea to add _locales to this project, where users from others could upload an edited messages.json file, where there would be a translation for all extension text, in their language?

I need to verify with our team, but I think the goal would be to have the extension translated to the languages we support.
This would probably happen once we release a stable version.
