2.999.2: "graph_scale" graph attribute documented, but not implemented

Current development code has no support for the "graph_scale" boolean attribute documented at http://guide.munin-monitoring.org/en/latest/reference/plugin.html. Looks like it was overlooked when new Graph.pm was being written.

It was, however, supported in the stable-2.0 branch (in GraphOld.pm).

This is a major gotcha for plugin developers. I've wasted hours trying to understand why munin scales my graph when I specifically asked not to...
