Use Terraform to configure Broker assets

Currently, the Broker is configured with a collection of shell scripts.

It is more forward-compatible (e.g. CI/CD integration) if the configuration is done in Terraform.

This bug tracks migrating Broker config from shell scripts to Terraform.

Issue #264 and PR #256 are closely related. I opened them to show @hernandezc1 how I was envisioning that we could restructure our deployment scripts to be more easily reusable between modules, use more yaml and less shell, and use Cloud Build. The issue has a section about how that could (I think) plug straight in to Terraform. @tregle I'm happy to jump on a call and discuss it if you'd like. And if none of that looks helpful to you, feel free to ignore it. I'm sure you know a lot more about this than I do.

#152 was an initial (much older than the two above) attempt to implement Terraform, but I never had time to actually figure it out. Anyone is welcome to pick that one up if helpful. Otherwise we'll just close it whenever a superseding PR is opened.
