Rule suggestion: no skip/only for node test runner

Node 18 comes with a native test runner.
Suggesting to add rules to disallow skipping or running exclusive tests.

The mocha plugin offers these and it currently works for the native runner because they have the same api. Could just copy those rules here to have 1 less dependency.
