Figure out Vercel team access and authorizations

Currently, only @Czaki and Talley have access to authorize Vercel deployments.

At a minimum, we should remove Talley and add one of the core devs - I'm happy to be added.

However, we should also decide whether we want to pay for a larger team. We should also explore whether there are more lax authorization options for PRs, so that core devs opening PRs to `npe2api` don't require authorization.
