Figure out what's going on with the `public/github` folder

This folder tracks some basic github activity information about each plugin. It doesn't seem this information is used anywhere. Additionally, the update step for it in `reindex.py` has been failing on every plugin for quite a while.

We need to figure out if we want to fix the update step and use this folder in any way or whether we just want to nuke it...
