Translation layer functions for Binary to JSON

Creating __init__.py files for various mission conversions.

These should behave as follows:
- Define a parse function 
- Function should take an array of bytes encoded as Ints
- Functions should use all packets to ensure 
- Functions should return JSON (dict) which can later be described using the Unified schema components
