Release Candidate 1 of the R3.2.0 DISP-S1 Static Layers and TROPO PGEs.

The release incorporates PGE releases as
• 1.0.3 DSWX-HLS PGE
• 2.1.1 RTC-S1 & CSLC-S1 PGEs
• 3.0.2 DSWx-S1 PGE release (Final v1.1 of the DSWx-S1 SAS)
• 3.0.6 DISP-S1 PGE (v0.5.7 of the Final DISP-S1 SAS delivery & DISP-S1-STATIC CalVal release)
• 3.0.0-er.1.0 TROP PGE (v0.1 of TROP SAS)
• 4.0.0-er.3.0 DSWx-NI PGE (v0.2 "Beta" delivery of the corresponding SAS)
• 6.0.0-er.3.0 DIST-S1 PGE (v0.0.9 of DIST-S1 PGE SAS)
