Setup PST venue for Emergency Response

We decided that the PST venue should be setup as an alternative platform to execute processing for emergency response, in the case that S1 inputs are not yet available at AST, but they are available at ESA. Things to do:

o Deploy the latest SDS version to the PST venue (ongoing)
o Configure it to:

• Retrieve S1 granules from ESA
• Send CSLC-s1, RTC-s1 to ASF UAT
• Query ASF UAT when generating DSWx-S1
• Query LP.DAAC Prod for DSWx-HLS, send DSWx-HLS to PO.DAAC Prod (note that DSWx-HLS processing can actually happen on the standard Ops-Prod venue)
  o Execute full testing in forward mode to generate DSWx-S1
  o Work with PST to define and test use cases to trigger generation of RTC-S1 and DSWx-S1 for specific dates and AOIs
