Add functions to create reference profile and populate key fields

Given the necessary information, create a reference and populate several key reference fields. Fields to consider include:

• 1. Title
• Reference type
• 2. Date Published
• 3. Author
• 4. Created For or by NPS
• 5. Publisher
• 6. Place Published
• 7. Description
• 8. Notes
• 9. Owners
• 10. Reference Access Level (default to Public)
• 11. File Access Level (default to Public)
• 12. Producing Units
• 13. Content Units
• 14. Geography
• 15. Keywords
• One Function to Rule Them All (wrap everything above into a single function...or maybe multiple fxns but write up a nice vignette?)
