Add Cardinal containers to hpc.md #1167
Description
Reason
INL has pre-built containers for most tracked MOOSE apps on INL HPC (including Cardinal). It would decrease headaches for new users if we recommend that they use the Cardinal apptainers instead of building from source on INL's machines.
Design
Add a description of the Cardinal container modules to hpc.md and add / modify submission scripts to use the Cardinal apptainer.
Impact
Improved user experience.
