Add SQAP to Cardinal website

Reason

For SQA purposes, we need to provide the Cardinal Software Quality Assurance Plan (SQAP) on the Cardinal website.

Design

Once the SQAP has been released through Pandas, add a copy of the PDF to the Cardinal website. We could add the PDF, or the latex files directly.

We'll add the PDF. It's in Word anyway and better to not provide editable versions of reports to the public.
