Date intervals in health charts should be padded

Looking at one graph above another one things don't make sense because they may cover entirely different stretches of time. We should pad graphs to hold the entire time-period of 1 hour, 1 day or 7 days even when data is missing so that spikes and gaps line up across the various graphs.

Or at least that's how I'd try and solve it near-term.

Agree.

I will take a look at this as I have experience with using generated_series from Postgres, which would solve this issue and have the db do more of the heavy lifting.
