NetworkServiceEndpoints (CRD) should be located in the namespace with the endpoint

Problem

Currently all NetworkServiceEndpoints registered via sdk-k8s are located in the namespace where is nsmgr located (as a rule in the nsm-system).

Solution

NetworkServiceEndpoints should be located in the same namespace with the endpoint POD.
