Live reduction should check total counts before starting

The live reduction should check if there is sufficient count in the incoming data chunk before starting (similar to auto reduction).
This will help the live reduction to avoid the following error:

`ValueError: Invalid value for property Params (dbl list) from string "33340.8,0,33340.8": When setting value of property "Params": Cannot have a zero bin width`
