Federated teams (eventually, rather 2026)

Making Teams work in a federated setup.

- A REST-style API to create teams and add all members (local users and federated users) to populate all Nextclouds with the teams 
- people should be able to share with the team and everyone should get access, no matter if they are local or federated users
- Changes to the teams afterwards should update the shares automatically
