when switching between inbox and primary inbox, the sections are gone #11927

Steps to reproduce
- Go to mail app and open inbox
- Then switch to priority inbox
- See important or followup section gone
- When refreshing, all is back to normal
Expected behavior
I see the importan, followup and other section on priority inbox
Actual behavior
a list of envelopes without sections is shown instead
