Narrative debugger does not include measurements sidecar #1877

While working on #1857, I noticed the narrative debugger does not include status for the measurements sidecar JSON.

The measurements panel does load appropriately in narrative preview so I think the only things that need to be added are

dispatch of the measurements status in fetchDatasetAndSidecars
icon for the status in DatasetSummary

I am actively changing the fetch/load of measurements sidecars in #1857, so I'll mark this as blocked for now.
