[Bug]: empty table creates broken xlsx

What happened?

After creating an annotation table and adding only headers (from scratch or template), but no values (rows) and saving to file, the xlsx cannot be opened in Excel smoothly.

This is probably because Excel requires Table objects to contain cells in the table body. I could add an empty row in this case.
