Find a Practitioner no matches found #320

Relates to https://github.com/nhsconnect/gpconnect-demonstrator/issues/294
When a "PractitionerSearch" requestis made and the SDS user id is unknown to the Provider system currently the Demonstrator is returning a BAD_REQUEST.
This should be an empty Bundle, rather than an OperationOutcome.
New test required in PractitionerSearch.feature
