Gen we get a --fail-if-noop on move command

Title is clear,
my usage:

move right --fail-if-noop || move-node-to-monitor right --focus-follows-window

if someone has a way to do this without a new feature it would be awesome workaround :D

it is kind of duplicate but i would think adding --fail-if-noop is whole a lot easier than doing --boundaries thing.
