Creating USB downloads again, even though I already downloaded it.

Creating USB should look to see if we've already have it.

I have downloaded, and it still downloads again.

It would save a lot of bandwidth and time, if it would check to see if it's already been downloaded in the mist downloads location, then use that download.
Maybe even ask, if it's not there, in case we have other installers in other locations.

@MacOSX4ever Mist already has this functionality. If you check 'Settings > Installers' then you can tick 'Cache downloads' so you don't need to re-download in future.
