I'm not sure if I'm doing something wrong.. (specific program opens center primary monitor)

I have a session saved as the default, and I have it set to restore at startup without confirmation. Most of this works fine, but telegram is opened but not restored to it's prior position, instead it sits at the center of the primary monitor. Is there a way to fix this? Am I doing something wrong? Is there a log I could provide to help?

P.S. I've done some more testing and it does work on log out/login but not when rebooting.
