Per the MIRING spec,

4.2.7 Sequence Continuity
1: no sequence gaps occur between a given consensus sequence block (CSB) and the preceding CSB in the same phase set.
0: there is no phase information for this CSB, or there is a sequence gap between this CSB and the preceding CSB.
