Using github urls for testing a module from github errors

CITGM errors on node >= 16 when using github urls such as the npx citgm https://github.com/caolan/async/archive/HEAD.tar.gz ( copied from the example https://github.com/nodejs/citgm#notes )

Error: sh: line 1: citgm: command not found

This happens due to, npm view does not work for node >= 16
