How do I run the static site generator?

I managed to find that this is a static site generated by Jekyll. When I install and run `bundle exec jekyll serve` I get an error

Could not locate Gemfile or .bundle/ directory
```

If you give me some pointers I can send a PR to update the README with information on how to run this and contribute.
