Current state of NIP allocation?

Hey I'm pretty new to Nostr, what's up with the state of NIPs right now? I saw in the PR for NUDs (#1214) that "NIP numbers are scarce and they're about to end", which makes it seem that NIPs are intended to only exist from 01 to 99. Are we waiting on a NIP like this to expand to proposal-space for more niche proposals to still have a centralized standards tracker?

I have many NIP ideas but I've been trying to only flesh out the ones that I think are generally applicable to any applications. Sometimes when working on more niche custom event kinds I just choose a random number in the range I want, and hope it doesn't collide with someone else's niche event kind.

I personally think the NIPs repo should grow forever, but @fiatjaf has capped NIPs at 99. NUDs is an alternative, and might work if people bother to organize NUDs that exist out there, but there's some risk in such extreme anarchy.

More practically, you can use https://undocumented.nostrkinds.info/ to find kinds that aren't in use based on relay monitoring.

Maybe we can increase the number of NIPs to 255 if we use hexadecimal, but people will have to pronounce NIP names as according to this table:

We don't want to regulate the network, only define the bare minimum spec - having cap on these create incentives to do that only.
