When a standard title type is used, a URI should be assigned, and when a record gives a non-standard note, then that value can be used as a literal (e,g, 246 $i). To support this, BIBFRAME needs two properties for title type: e.g. titleType changed to have a range of URI, and titleTypeNote with a range of literal.
