make a conda package

create a conda package for the most recent release and upload to the numba channel on anaconda.org

Running conda build conda-recipes does not manage to build the package. The following errors are encountered:

Digging a bit deeper, it appears as though, the only tests that are failing are:

The problem is the python version, locally I was using 3.12 to test where everything works, but conda build uses 3.13 in the test environment and numba-scfg isn't 3.13 compatible yet. I.e. tests fail when run under 3.13 but pass under 3.12.
