New contact checks for existing

The use case here is user wants to:

1. Ask contact for a phone number
2. Create a new contact with that phone number

The current want to do this is to use the Start Somebody Else action and target a "New Contact" and then use the Update Contact action in the new flow to add the urn (using something like @parent.results.other_phone_number...)

This can be problematic in the case that a contact with that urn already exists in the system since it will steal that urn and abandon the old contact (and it's fields, etc).

One thought is perhaps a query router with exits for if matches were found.
