Unable to perform packet transmission

Device Setup for UAVs, UEs and Reflectors:

Application Setup for Packet Transmission:

After having these 2 code snippets implemented (attached as file inputs), I can see only the Reflector and PGW communicating between each other but not the other nodes.
Please guide me as to what is incorrect in this setup.
