Request from Carol:
need for a written explanation of what a TC+OpenRepo can and cannot do (especially in terms of non-member participation). Related to that would be a written explanation of the differences between how non-members participate in an OP and a TC+OpenRepo. The former is needed for CES. The later could help as OriginBX explores transitioning to a TC. The explanation could be in the form of guidelines, FAQ, and/or matrix.

Existing write up on Open Repos may address this.
