Absence of `normalize` command for XMIR-to-.phi file conversion

Let's add normalize command that should run parse and them take XMIR files, transfer them to .phi (with the help of phino), then run phino rewrite --normalize, get new .phi files, transfer them back to XMIR, and then back to .eo.

Hello Yegor, I'm interested in contributing, but I’d like to clarify a few things to make sure I implement it correctly:

1. Should the command clean up only .phi files created by phino during normalization/transformation (e.g. in a temp folder), or any .phi files found in the working directory?

2. Should we create a new .eo file (for example program.normalize.eo) or just rewrite an existing .eo file?

@niotu I'm not sure what is "clean up" in this context? We should rewrite .eo files, not create new ones. We can save previous files in some temporary directory inside .eoc/, for debugging purposes.
