Use Case
Only one service registry is needed per artifact registry, and there is only one artifact registry, which is provided by the terraform-octue-twined-core module.
Current state
There's currently one service registry per environment/workspace.
Proposed Solution
Move the service registry cloud function resource from this module to the terraform-octue-twined-core module
