Make it configurable in the FE user for which speakers the FE user can create events in the FE editor #4432
Description
- make it configurable in the FE user
- if nothing is configured in the organizer, offer all records in the FE organizer
- otherwise limit to the allowed records
- always order by title
- do not validate this yet
