[Test] State mismatch between test and blockchain

Storage only synchronized once in TestRunner.interpreterContractValueHandler, but should after each test/tx/script run, or just share same ledger among blockchain and test framework

@turbolent Gregor just opened up another issue that I think is the same as this one: #480

Any thoughts on this? It would be great to query this kind of data directly in tests instead of having to run scripts every time to query it. especially timestamp right now since that is important to some tests like the ones were using right now for scheduled callbacks
