Describe the bug
A couple pull requests failed because the bot doesn't have permissions to annotate/push commits to a fork. Either need to fix the bot - I think pull_request_target seems promising based on wearerequired/lint-action#13, or need to revert #2154.

To Reproduce
Submit a pull request with lint errors.

(Does it matter whether you've checked the "Maintainers can make edits" box when submitting? I need to investigate)

Expected behavior
Bot should fix commits
