Decouple JO list

Write a new function that goes and fetches the list of JO's from the search page. Then use this list from the Logic Apps to call the scraper functions with a given JO and timeframe.

This is another ticket related to separating stuff in Azure/Logic Apps. Because of the pivot from these tools to a virtual machine, I recommend that we close this ticket.

Also: JO stands for Judicial Officer.
