Reduce redundancy for the TYNDP related config #39

Atm, both electricity and hydrogen grids config define their own scenario. This needs to should be avoided as the scenario needs to be consistent throughout config.
It needs to be evaluated if further consolidating of TYNDP setting in one central location in the configuration file is feasible.
