Implementation of offshore wind hubs #48

Context

Introduction: The current PyPSA-Eur model creates grid topology using OpenStreetMap data at a spatial resolution of substations operating at 220 kV and above. Hydrogen infrastructure is modeled from a greenfield perspective, while offshore infrastructure follows a radial topology approach. In contrast, the Scenario Building TYNDP model utilizes a reference grid for both electricity and hydrogen at the bidding zone level and models offshore infrastructure with both radial topologies and hub configurations.

Task: The electricity and hydrogen reference grids available in the open database of the Scenario Building TYNDP must be integrated into the new PyPSA-TYNDP model, which will largely be based on PyPSA-Eur. This involves implementing a clustering methodology to match the dataset's defined clusters. Electrical parameters will require manual adjustment. Additionally, the model's capabilities need to be expanded to support offshore hub configurations alongside the existing radial topology.
