Implement pipeline instrumentation logs

The Pipeline Component Telemetry RFC suggests emitting DEBUG severity logs for each outcome of a component Consume call. This would allow monitoring the individual batch sizes and error messages for each call, which isn't possible with the metrics defined in the RFC.
