Traces export fails to report error on export failure

While testing some examples I noticed that when the DNS is misconfigured, e.g. my K8S deployment YAML for OBI was not using `dnsPolicy: ClusterFirstWithHostNet`, but `hostNetwork:true` was enabled, I didn't get anything reported as traces. I spent about 2 hours trying to figure out what's wrong and there was no indication of any sort of failure, even with debug logs enabled.
