Dependencies blocked waiting on v1.23.0+ support

These dependencies can't be updated until we drop support for Go 1.22.

Moreover, the version in go-work Make target needs to be updated to at least 1.23.0.

We now have support for Go 1.23, and every dependency linked in this PR has either been upgraded, or removed (except for backoff, which requires more work).
