Generalize openMSL Governance to use for whole asc(s

The asc(s will have open source projects in their respective organization github.com/ascs-ev as well. Those projects should also adhere to the same governance rules.
We have to adapt the wording of the doc fiolder to be applicable for the whole asc(s.
