When creating a PR with "git obs pr create", have an option for "Allow edits from maintainers" #2001

In https://src.opensuse.org/perl we have over 3k packages, and updates happen mostly automatic.
I would like to set "Allow edits from maintainers" for my PRs. But this setting can only be set per fork, or it can be checked after creating the PR.
