Decorate function for Python wrapping

• survival_ascii_write need to have std::string as output
• Add std::vector rather than int* for collection to ease the automatic wrapping

Compilation with AutoWIG compliant compiler

• Adapt scons to build the C++ code and generate the wrapper with AutoWIG
