unable to locate encode_get_types_req() in base.h

I find three signature for get_types in base.h

1. get_types_req()
2. decode_get_types_resp
3. encode_get_types_resp

but i am unable to find decode_get_types_req().

The library is a largely a community effort - if you find bits missing we're more than happy to help you iterate on contributions to make it more complete. However, this must currently be done in the context of the OpenBMC CLA, so make sure you've got that sorted before you spend too much time on it.
