Reduce noise on RUVNL consumer

Detailed Description

We currerntly run the RUVNL consumer every 3 mins and it often fails and sends slack message

Context

• keep tech ops noise to a minimum

Possible Implementation

• dont send slack message
• check once a day if >0 generation values from RUVNL have been collected, send slack message if not. This checking can be done if we hit the API and see what generation values there are
