Loosen EnvironmentMetrics for CDUs

Some CDUs don't have any sort of internal power monitoring. Should we loosen this to "IfImplemented"? Is the OCP liquid cooling group going to mandate units supporting power monitoring?

Agree that power/energy monitoring is already covered by the Sustainability profile, so reducing this from Mandatory to Recommended is probably acceptable - especially since this requires hardware support which may not be present in existing designs (and so can't be "fixed" in firmware).

HMLC agrees that loosening the LC baseline profile so that EnergykWh and PowerWatts under EnvironmentMetrics are "IfImplemented" is the correct approach.
Caveats:

1. Can be restored in future if hardware moves forward
2. Covered by Sustainability profiles as well
